In March of 1992, in our Woodhaven
Residents' Block Association
Newsletter, I wrote the following
article in reference to Engine
Company 294:
The fight continues to Reopen
Engine Company 294 - On Thursday
into Friday morning, on February
19th, at approximately 3:00 AM, a
house in Woodhaven was destroyed by
fire. There was no one in the
house, but not knowing this, "New
Yorks Bravest" entered the house to
search for victims. This wood
framed, one family detached home,
blazed up very fast, injuring 5 NYC
Firefighters, 3 critically. The
WRBA directly attributes these
critical injuries and the
destruction of this house to the
closing of Engine Co. 294. If this
Engine Co. was open, more water
could have been pumped onto this
fire. This would have prevented
these firemens' serious injuries.
. It is indeed unfortunate that in
spite of the support of Senator
Maltese, Assemblyman Seminerio,
Councilman Ward, Councilman
Ognibene, Councilwoman Koslowitz,
Queens Borough President Shulman,
the WRBA, the Richmond Hill Block

Association and the many other
Community Groups in the "Coalition
to Reopen Engine Co. 294", that our
Engine Co. still remains closed.
Because of this, our residents and
firefighters still remain in
danger.
H~ppily, as of March of 1994, these
circumstances have changed:
ENGINE CO. 294 REOPENS
Engine Co. 294 is open! Three
years ago, I received a phone call
from our dear late Councilman
Arthur Katzman stating that our
Engine Company located on lOlst
Street in Richmond Hill was in
danger of closing. He asked that I
start mobilizing the Woodhaven
community to fight this eminent
closing. He also stated that Dario
Centrocelli and the Richmond Hill
Block Association would be
spear~eading this fight. Subsequent
to this, we held rallies and the
children of the communities wrote
letters to our Mayor Dinkins,
asking "please keep Engine Company
294 open": Unfortunately, the pleas
of the children and the residents'
fell on deaf ears, Engine Co. 294
was closed. The Coalition to save
Engine Company 294 then evolved
into the "Coalition to Reopen 294".

the Woodhaven Richmond Hill
Volunteer Ambulance Corps, located
at 78-15 Jamaica Avenue.
The agenda for the meeting will
be: A speaker from Con Edison
will come to speak at our
meeting.

Company and the desperate need for
our commmunity's sake and at my
request, the Coalition had a
meeting with him in his office. We
again brought to his attention how
important the reopening of Engine
Company 294 was to our families,
our children and our elderly. It
was also stated that most of the
homes in our community were wood
frame homes over 100 years old,
many of which were illegal
conversions. As I have often
stated, our Mayor Dinkins listened
but did not hear. Therefore, our
communities continued to suffer
loss of life, loss of property and
loss of beloved pets. When Rudolph
Guiliani, as a candidate, visited
the firehouse in a rally that the
Coalition held, he stated that if
he were elected Mayor, he would
reopen Engine Co. 294. Now that
Rudy Guiliani is our Mayor, he is
going to fulfill this campaign
promise March 6, 1994 at 10:00 AM
when Engine Co. 294 will be
reopened. At last we can celebrate
the reopening of this vital Engine
Company. Our communities have
suffered for the last three years,
but now with the reopening of the
Engine Company, we can again feel
secure in our homes. I would like
to thank Chairperson Dario
Centrocelli of the Richmond Hill
Block Association, Simcha Waissman-
President and our representatives:
Congressman Charles Schumer, State
Senator Serphin Maltese, State
Assemblyman Anthony Seminerio,
State Assemblywoman Audrey Pheffer,
former Councilman Walter Ward,
Coucilman Karen Koslowitz,
Councilman Walter Mccafferty,
Queens Borough President Claire
Shulman and last but not least, the
Woodhaven Residents' Block
Association and our President
Joseph M. Mulle. I know that our
late Councilman, Honorable Arthur
Katzman rejoices with us in winning
this long fought battle. Thank you
Woodhaven for your support, for
ultimately, you were the people
that brought Engine Co. 294 back!

102nd PRECINCT- The 102nd Precinct
covers Kew Gardens, Ozone Park,
Richmond Hill and Woodhaven. These
past months have been very
productive for our Police Officers
in Woodhaven on our Jamaica Avenue.
Strong arrests were made. One was
of a perpetrator, using an attack
dog to menace a storeowner and
shoppers. Also, many youths were
arrested trying to rob a store,
using intimidation because of the
number of youths involved. All were
arrested by our valiant Police
Officers. At the last 102nd
Precinct Community Council Meeting,
our Captain, Joseph Montagnino
requested the assistance of our
residents. The Precinct would like
all residents if they observe beer
being sold to minors at any of our
local stores to report these
locations to their local
organizations (The WRBA Office).
Also, "Joker-Poker" games in any
stores should be reported. If you
do report these problem locations,
you will be contributing toward a
better "Quality of Life" for all of
your friends and neighbors.

VOLUNTEER INCOME TAX ASSISTANCE
(VITA) PROGRAM
The VITA program, which provides
free assistance in the preparation
of Income Tax Returns, is provided
for taxpayers with simple returns;
in particular for the e~derly,
handicapped and those with low
incomes.
The volunteers will be available
to assist you at the following
locations and times through April
14th:
Woodhaven Residents' Block
Association, 84-20 Jam. Ave.,
each Wednesday from 10 AM to
1 PM, and
Woodhaven Senior Center,
87-04 88 Ave., each Thursday
from 10 AM to 1 PM
You may call 296-3735 (WRBA) for
information. Appointments are not
necessary. You will be assisted if
you stop in while the volunteers
are available.

Recently, our country opened its
markets to Japenese products and
now Japan will not reciprocate. By
the time our government gets to
act, it could be years. So, it
becomes our duty not to buy
Japanese products. Not just
automobiles, but VCR's, radios,
TV's, tapes, film, etc., etc., etc.
If in doubt, you can always ask the
seller, "Where is the product
made?" Put our people to work - BUY
AMERICAN MADE PRODUCTS!!
GLASSES FOR THE NEEDY
The WRBA and the Lions Club are
still collecting eyeglasses (and
costume jewelry) for the needy. If
you have any eyeglasses or costume
jewelry, please drop them off at
the WRBA office, 84-20 Jamaica Ave.
or at Ohlert-Ruggiere (Joe
Ruggiere) at 89-11 Jamaica Avenue.
Thanks to the donations made by
Woodhaven residents thus far, over
1000 used eyeglasses have been
donated to New Eyes for the Needy.

Environmental Protection Bureau of
Water Supply and Wastewater
Collection has advised us that
construction of catch basin
connections will resume in the near
future on 89th Avenue and 91st
Street.
You are advised to inform the

City, NY 11101) as Soon as you know
of any property damage.

Springtimes A Time to Beautify

Springtime oh beautiful
springtime. Ah yes, soon the birds
will be singing, the flowers will
be blooming and the trees will be
budding. After this horrendous
winter season we are having, I'm
sure that we will all appreciate
the season that is soon to be upon
us. We endured and we conquered!
Now it is time to put away your
shovels and snowblowers and get out
your grass seed and tulip bulbs.
Guess what time it is? It's time
to beautify our homes. As with any
project, home improvement takes
planning. If you are a
do-it-yourself type, there are many
helpful books and video tapes
available at our public library to
make the job easier. However, ifyou
go the professional route, now is
the time to line up contractors
while the season is young. During
the height of the season,
contractor availability becomes
scarce and sometimes the prices
tend to raise. I worked in the
construction industry for over 10
years, and I have a few important
things for you to consider when
hiring a contractor for major work:
1- Shop around and get competitive
bids. 2- Does the contractor have
insurance? 3- Is the contractor
licensed with consumer affairs? 4-
Check with consumer affairs, the
better business bureau and the
state attorney general to see if
.complaints were lodged against them
and, most importantly, were the
problems resolved? Some complaints
are bogus, some are real. 5- Ask
for at least 4 or 5 references that
you can check out, a.d check them.
6- Before signing anything, read
your contract and understand it
thoroughly. If you wish to change
any aspect of it, by all means do
so. Any contractor worth his salt
will accomodate any reasonable
request. If not, get another
contractor. 7- If it's a major job,
get a start and finish date in
writing with a penalty clause if
the dates are not reasonably met.
Never, never pay for the job in
full until it is completed to your
satisfaction. Usually accepted
means of payment are 1/3 at the
start of work, 1/3 in the middle
and the final third at completion
with the exception of at least 10%
held for 30 days after completion
so you may check all the details.
Remember, these general suggestions
are mainly for major work. With a
small job, you can be much more
flexible.
Recommendation- Whether it's a
plumber or a tree pruner, I have
found the best way to hire a
contractor is by recommendation and
reputation. Chances are, if your
neighbor whose opinion you respect
was satisfied, you will be too.
There are many reputable
contractors in our area to choose
from. If a contractor promises you
the impossible, it is probably just
that, impossible!
Whatever is to be done, get it
in writing!! Remember, the
contractor is working for you-
you' re the boss. In all fairness,
most contractors are fair and
honest. However, there are a few
with less than honorable
intentions. As with all consumer
prod~cts and services, let the
buyer beware!
For all you contractors out
there, I am not picking on you, I'm
only looking out for my neighbors.
If you are an honest contractor
you will be rewarded with an
abundance of work. However, if your
intentions are not honest, go away!

Woodhavenites and let's make our
community beautiful, as it should
be. Be proud of Woodhaven!
